C. Comprehensive Agency Plan to Address Air Bag Fatalities.

In late November 1996, NHTSA announced that it would be implementing a comprehensive plan of rulemaking and other actions (e.g., consumer education and encouragement of State seat belt use laws providing for primary enforcement of their requirements) addressing the adverse effects of air bags.(16) While there is a general consensus that the best approach to preserving the benefits of air bags while preventing air bag fatalities will ultimately be the introduction of advanced air bag systems, those air bags are not immediately available. Accordingly, the agency has focused on rulemaking and other actions to help reduce the adverse effects of air bags in existing vehicles as well as in vehicles produced during the next several model years.
